Overview
The Economic Recovery Officer will be responsible for field level planning, implementation, monitoring and reporting of a DANIDA funded project under the supervision of the Economic Recovery Manager.
Key Responsibilities
- Provide timely input and feedback and compile, and submit regular project updates to the line manager
- Plan and facilitate capacity development training workshop for implementing partners staff, CBO representatives, government officials with developing curriculum/ modules and delivery guidelines
- Conduct need assessment through using participatory tools and data gather and prepare draft report
- Implement the field activities as per approved FD6 and FD7 and ensure completion certificate from authorities
- Monitor the Implementation Partners activities at field level with proper guidance and facilitation where applicable.
- Develop different livelihoods projects related to technical specifications on the product/inputs for procurement in compliance with sector and government line agencies.
- Gather field data/information and provide inputs in the IPTT as monthly basis in coordination with MEAL team
- Lead the PDM survey with MEAL team and facilitate the entire process.
- Facilitate cash-based interventions and closely working with CFW/volunteers and process, prepare and submit the monthly payment procedure in coordination with SC and Finance
- Designing and maintaining records of experiments accurately and systematically.
- Drafting IMEAL related monthly and annual activity report- 5Ws reports for FSS, LSDS and EEN/BGN
- Make field arrangements for planned visits/ high level visitor/donor official to project locations.
- Set up clear beneficiary follow-up mechanisms and ensure appropriate follow-ups are made to support beneficiaries.
- Coordinate activities with relevant stakeholders-UNO/UP Chairman/CICs /civil societies/actors at field level with establishing synergic linkages
- Ensure participation in different sectoral forums (EETWG, FSS, LSDS) and exploring opportunities to work with other internal sectors (protection, SMS) as required
- Assist to livelihoods manager in the preparation or drafting concept notes/project documents/reports as necessary
- Assist to manager for drafting Memorandum of Understanding (MoU), different guidelines/ tools for partners and Terms of Reference (ToR) for hiring consultants
- Lead to design visibility plana and executive with internal DRC BGD communication team
- Support in resolving any emerging problems and issues in the field.
- Ensure that the DRC Code of Conduct and PSEA reporting mechanism is understood, acknowledged in writing, and adhered to by stakeholders/Partners.
- Perform any other duties as assigned by the line manager.
- Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding.
Required Experience
- At least 3 years of relevant experience along with 2 years of experience on emergency response in Bangladesh.
- UN /International NGO work experience with livelihoods project would be added an asset.
- Good understanding of emergency and (early) recovery livelihoods support interventions, and integrated programming/approaches, including the Cash Assistance Programme.
- Strong skills in humanitarian programme assessment, response analysis and modality selection, set-up/design, implementation, and MEAL.
- Significant experience with international humanitarian and/or development organisations, and demonstrable experience working on economic recovery programming (including Food Security, Financial Inclusion and/or Decent Livelihoods) in contexts of forced displacement.
- Excellent and up to date knowledge of Cash Based Assistance (CBA) in general, and in pursuit of Economic Recovery outcomes in particular, including the latest technical and methodological best practice.
- Strong and practical knowledge of project intervention delivery with community participation and proven ability to support development of (Markey System Approach) MSA in support of Economic Recovery outcomes.
- Coordinate IP’s/CBOs for ensuring to achieve deliverables as per target compliances with DRC/donors policies and guidelines and as per agreement.
- Coordinate and follow up inclusively with Livelihood’s actors/ agencies, service providers, financial institutes, and relevant government agencies in the field.
- Represent DRC in any relevant field based thematic meetings with stakeholders and otherwise as needed.
- Technical knowledge and experience on advanced green agriculture practices.
- Team building experience would be added an advantage.
- Experience working in multi-cultural work settings.
- Advanced proficiency in Excel.
- Excellent communication and negotiation skill.
Qualifications
Graduate in any discipline but preference will be given to agricultural/ environmental/ climate change discipline.
