Overview
The Information Management and Technology Officer will manage, coordinate, and implement the activities of the Information and Communications Technology (ICT) unit in IOM Libya Country Office and its Sub-Offices.
Key Responsibilities
- Manage and coordinate ICT Unit activities, ensuring timely and accurate requirements, efficient resource allocation, and compliance with IOM ICT policies and strategy.
- Engage with CO management, Heads of Units, and field operations for ICT solutions and services.
- Act as ICT Business Relationship and cybersecurity local liaison Focal Point.
- Supervise, train, and equip the CO’s ICT Team.
- Prepare CO’s ICT documentation, including SOPs, Business Continuity Plan, Disaster Recovery Plans, and ICT Risk record.
- Conduct service improvement assessments and advise management on ICT Infrastructure optimization.
- Provide specialized data-related advice, analyze user requirements, and translate them into business outcomes.
- Develop, maintain, and ensure technical specifications for ICT procurement.
- Analyze and interpret user requirements related to data and provide expert advice.
- Liaise with CO’s Supply Chain Unit on ICT-related provisions.
- Supervise and manage the implementation of security and compliance controls.
- Develop, implement, and administer database information systems for DTM implementation.
- Develop data collection and data entry tools.
- Prepare and develop analytical tools and reports for displacement trends, needs assessments, and programme activities.
- Support reporting and analysis of data for donors and stakeholders.
- Perform other duties as assigned.
Required Experience
- Five years of relevant professional experience with a Master's degree, or seven years of relevant professional experience with a University degree.
- Experience in overseeing and management of the implementation and administration of Microsoft Windows and Serverless networks environment (LAN/WAN) and first-level network/desktop support in a large international organization is required.
- Experience in supervisory role and management of ICT functions in an international organization or an international agency in a field location; supporting emergency, complex/post-conflict Country Office.
- Progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems.
- Knowledge and demonstrated experience in cybersecurity compliance and security control implementation and maintenance, cybersecurity incident response and recovery.
- Extensive knowledge and experience in Microsoft 365 cloud-based applications and technologies.
- Experience providing policy advice to senior managers on systems development.
Qualifications
- Master’s degree in Computer Engineering, Computer Science, Information Management, Information Technology, or a related field from an accredited academic institution; or, University degree in the above fields.
- Certificate in any of the following: Cisco Certified Network Associates (CCNA), Microsoft Azure certifications, Microsoft Certified System Administrator (MCSA), Microsoft Certified Database Administrator (MCDBA), Microsoft Certified System Engineer (MCSE), is a distinct advantage.
- A certificate in project management (PMP or Prince2) and/or IT service management (ITIL) is a distinct advantage.
