Overview
The Programme Officer (Technical Cooperation) will oversee the development, management, and implementation of administrative and operational activities for projects focused on Community Policing and Community Engagement. The role aims to strengthen trust and cooperation between law enforcement, civil society, and communities to enhance capacity in Migration and Border Management.
Key Responsibilities
- Oversee development, management, and implementation of administrative and operational activities of projects under Community Policing and Community Engagement.
- Supervise, manage, and provide technical support to project and field staff.
- Backstop budgetary, administrative, and technical aspects of projects.
- Establish and maintain relationships with the Ministry of Interior and Border Authorities.
- Plan, manage, and assure quality assurance of mapping Law Enforcement and Security Services capacity and structures.
- Manage security mapping and vetting processes, and establish the Community Policing Forum.
- Manage and participate in conducting trainings on human rights, rule of law, and operational procedures for the CP approach.
- Guide the design of surveys and manage their administration in communities.
- Identify and design community policing responses to address ruptures in community trust.
- Analyze and assess police and Border Authorities technical capacity and training needs.
- Guide the identification of opportunities to integrate or synergize community policing and engagement programming.
- Lead Focus Group Discussions on security services and community perception.
- Ensure community feedback is addressed and incorporated into activities and programme development.
- Ensure tracking of project beneficiaries and participate in the development of tracking databases.
- Prepare monthly implementation, progress, and other required reports.
Required Experience
- Five years of relevant professional experience with a Master’s degree in Police Science, Criminal Justice, Correction, Law Enforcement, or a related field; or seven years of relevant professional experience with a University degree in the same fields.
- Experience in the areas of Law enforcement and community and international policing and project management and implementation.
- Experience in the humanitarian and/or development field in an international setting.
- Experience in engaging with governmental representatives, police, civil society, and communities is highly desirable.
- A combination of police studies and qualifications and more than ten years law enforcement experience, with regard to International Police Relations, Operations and Police Capacity Building Programme Implementation in UN Missions.
Qualifications
Master’s degree in Police Science, Criminal Justice, Correction, Law Enforcement, or a related field from an accredited academic institution; or University degree in the above fields.
