Overview
Provide strategic leadership and overall management for Oxfam's enterprise development, innovation, and livelihood portfolio in Myanmar. The role will be responsible for strengthening SMEs, supporting entrepreneurship and community innovation, promoting market systems development and facilitating sustainable livelihood opportunities for vulnerable communities.
Key Responsibilities
- Provide overall leadership and management of enterprise development and innovation programmes.
- Lead programme planning, implementation, monitoring, learning and reporting.
- Oversee management of the project portfolio and ensure market based, innovation approaches/principles are followed.
- Develop annual workplans, budgets and implementation strategies.
- Ensure program implementation is on time, target and budget.
- Create and maintain systems ensuring effective and transparent use of financial resources.
- Provide oversight of programme finances, budgeting, donor reporting, grants management and compliance.
- Manage programme risks and support adaptive management approaches.
- Supervise technical specialists as required.
- Lead support to SMEs, producer groups, cooperatives, and emerging enterprises.
- Facilitate enterprise growth, business development, and market expansion.
- Support enterprises to improve productivity, competitiveness, and sustainability.
- Promote women-led enterprises and inclusive business models.
- Facilitate access to business development services, technical assistance, and market opportunities.
- Conduct and oversee market systems and value chain analyses.
- Strengthen linkages between producers, enterprises, buyers, service providers, and financial institutions.
- Lead the implementation of innovation and entrepreneurship initiatives.
- Manage the full cycle of grant programmes, including calls for proposals, selection processes, grant management, monitoring, and reporting.
- Identify and support innovative ideas emerging from local organisations, women-led enterprises, artisan groups, youth groups, and social entrepreneurs.
- Promote digital solutions and innovative business models that enhance livelihoods, enterprise growth, and market access.
- Provide mentoring and technical support to innovators and grant recipients.
- Support enterprise incubation, business model development, product innovation, branding, and market readiness.
- Organise innovation showcases, learning events, and enterprise marketplaces.
- Identify high-performing initiatives with potential for scaling and replication.
- Facilitate partnerships with investors, private sector actors, and development partners to support sustainability and growth.
- Identify, build and manage collaborative partnerships and strong relationships with SMEs, producer groups, cooperatives, financial institutions, private sector actors and development partners.
- Represent Oxfam in relevant coordination forums, networks and technical working groups.
- Build strategic partnerships that support enterprise growth, innovation and market development.
- Engage with technical agencies, research institutions, and business support organisations where appropriate.
- Establish systems to monitor programme performance and impact.
- Track enterprise growth, innovation outcomes, and market-level changes.
- Document lessons learned, success stories, case studies and innovative models.
- Promote evidence-based learning and adaptive programming.
- Support the generation of knowledge products and learning materials.
- Complying with all security policies, procedures, directions, instructions, regulations or plans.
- Taking care of their own safety and security.
- Actively contributing to the development and maintenance of security management policy.
- Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
- Ensure completing all annual core compliance courses.
- Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policies (PSEA, Child Safeguarding etc) or Oxfam Code of Conduct.
- Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.
- Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
- In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.
Required Experience
- At least 8–10 years of relevant experience in enterprise development, livelihoods, private sector development, market systems development, agribusiness, innovation programmes, or similar areas.
- Proven experience managing complex development programmes and working with multiple stakeholders.
- Experience supporting SMEs, producer groups, cooperatives, entrepreneurs, social enterprises.
- Experience managing grants, innovation funds, challenge funds, business incubation programmes or entrepreneurship initiatives.
- Experience managing donor-funded programmes.
- Experience working in fragile, conflict-affected or humanitarian settings is an advantage.
- Previous experience working in Myanmar and a good understanding of the local context will be highly desirable.
Qualifications
Master’s degree in business administration, Economics, Entrepreneurship, Agribusiness, Agriculture, Rural Development, Market Systems Development, Development Studies or a related field.
