Overview

Consultant to develop and deliver training on open-source intelligence techniques and special investigative techniques for public officials involved in smuggling of migrants.


Key Responsibilities
  • Develop and tailor training materials for a 40-hour course on OSINT, special investigative techniques, digital evidence management, preservation of digital evidence, and criminal analysis techniques.
  • Deliver in-person and online trainings on the aforementioned topics.
  • Provide technical advice and mentoring to public officials in OSINT, special investigative techniques, and criminal analysis.
Required Experience

A minimum of seven (7) years of progressively responsible experience in the area of OSINT and criminal intelligence or analysis is required. A minimum of two (2) years of relevant progressively experience teaching or coaching on ICT and its relation to crime and digital evidence is required. Work experience in investigations in ICTs is required. Previous work experience in delivering technical advice, training or drafting substantive materials on OSINT, specialized investigative techniques or criminal intelligence is desirable. Previous work experience with an international organization is desirable. Work experience in relation to cases of smuggling of migrants or trafficking in persons, is desirable. Work experience in Africa is desirable.

Qualifications

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.
