Overview
The Project Management Support Officer provides administrative, logistical, and financial support to projects, ensuring high quality, accuracy, and consistency of work, and promotes a results-oriented monitoring approach compatible with UNOPS rules and regulations.
Key Responsibilities
- Support Project Managers in preparing terms of reference, MOA/MOU, work plans, and payment requests.
- Serve as a liaison with stakeholders such as Procurement for purchase orders, contracts, and payment requests.
- Provide project status information to Project Managers to identify and manage risks and issues.
- Manage information flows and oversee change controls, risk logs, and issue management.
- Prepare and maintain project files, including internal and external project reports.
- Inform Project Managers of any deviations from the plan and update plans.
- Work with Project Managers to identify and manage risks.
- Support Project Managers in budget preparation, reviews, and financial information.
- Monitor project budgets and financial expenditures.
- Advise on project fund availability for requisitions.
- Advise Project Managers on budget variations and prepare revisions.
- Prepare Grand Ledger Journal of Expenses (GLJEs) and ensure cost recovery.
- Prepare financial reports in coordination with UNOPS regional finance.
- Review and ensure accuracy of financial supporting documents.
- Manage project expenditure control, forecasting, and quarterly reviews.
- Manage the liquidation of payment requests.
- Provide administrative support to finance, procurement, logistics, and human resources.
- Maintain records of all project financial documents for audits and reviews.
- Monitor project closure activities and data accuracy in the UNOPS ERP system.
- Assist in project closure by preparing documents and ensuring efficient financial actions.
- Provide advice and support during the formulation phase of new initiatives.
- Support the execution of approved project plans.
- Manage information flow by maintaining, distributing, and archiving project notes and records.
- Support the delivery of work packages and progress monitoring.
- Support the collection of lessons learned.
- Ensure local capacity building at all levels and project management support opportunities.
- Contribute to the dissemination and sharing of best practices.
Required Experience
Minimum 2 years of relevant experience in managing financial information and/or support services for infrastructure projects.
Qualifications
- Required: Licenciatura (equivalent to Bachelor’s degree) in Business Administration, Public Administration, Finance, Economics, Civil or Construction Engineering, Industrial Engineering, or a related field.
- Desired: Master’s degree (equivalent to Master’s degree) in Business Administration, Public Administration, Finance, Economics, Project Management, or a related field. Certification in Project Management.
