Overview

The Health Officer will be responsible for ensuring the implementation of quality lifesaving primary health care interventions, both preventive and curative, in Abyei administrative Area. This role involves supporting health promotion activities and providing technical and managerial support for service delivery.


Key Responsibilities
  • Assist the Project Manager in planning, budgeting, forecasting, coordination, and implementation of PHCCs and PHCUs activities.
  • Provide technical and managerial support in developing strategies for efficient and quality service delivery.
  • Directly supervise and support staff of PHCCs and PHCUs.
  • Identify training needs and participate in capacity building of staff and community structures.
  • Undertake management responsibilities assigned by the Supervisor.
  • Prepare all reports emanating from the Units.
  • Participate in and facilitate Continuous Medical Education (CME) sessions.
  • Participate in the training of medical staff.
  • Encourage community participation in health activities.
  • Establish and train HHPs and other community volunteers.
  • Ensure PHCCs and PHCUs are regularly provided with essential PHC services.
  • Provide supportive supervision to all staff at PHCCs and PHCUs.
  • Ensure PHCCs and PHCUs are provided with necessary drugs, vaccines, medical and nutrition supplies.
  • Collaborate with Nutrition Coordinator and officers for commodity supply and nutrition services.
  • Ensure HHPs and Community Health Committees are engaged to support PHCCs and PHCUs.
  • Collaborate with other SCI staff in training.
  • Work with communities to ensure appropriate patient referral.
  • Identify sites for outreach services provision.
  • Work with health facility heads and health authority to ensure availability of referral/ambulance services.
  • Discuss ambulance use criteria with community leaders and health facility heads.
  • Collect and analyse data and write reports.
  • Participate in continuous assessment of health needs and contribute to project development.
  • Participate in the development of MEAL frameworks, work plans, and program evaluations.
  • Ensure correct record keeping and data management for all activities.
  • Prepare and submit raw data reports.
  • Participate in writing timely and accurate monthly and quarterly reports.
  • Participate in monitoring and evaluation of facility activities.
  • Act as a primary custodian of generated data.
  • Liaise with Government structures and other agencies.
  • Represent SCI at community-related coordination meetings.
  • Carry out any other duties and/or responsibilities assigned by immediate supervisor.
Required Experience
  • Proven 2 years’ experience in health system strengthening preferably in a PHC setting, or a Diploma in clinical medicine, BSc/Diploma in Nursing from a recognized training institution with 3 years’ experience in managing primary health care services in a resource-constrained area.
  • Skills in Monitoring and evaluation or HMIS is a must.
  • Experience working with an International NGO will be an added advantage.
  • Documented experience in Pharmaceutical stock management.
Qualifications
  • Medical Doctor (MBBS) or a Diploma in clinical medicine, BSc/Diploma in Nursing from a recognized training institution.
  • Higher diploma in any health field will be an added advantage.

Working knowledge of Arabic or local language is a major asset.
