Overview

The Operations Manager provides technical leadership for the planning, implementation, and monitoring of emergency response operations, ensuring alignment with humanitarian standards and organizational priorities.


Key Responsibilities
  • Negotiate, plan and mobilize IFRC resources for emergency response.
  • Supervise IFRC technical leads and advise on programming.
  • Monitor the situation and ensure interventions are responsive to needs.
  • Advise on additional human resources and support deployments.
  • Ensure sound financial management of Federation-assisted programmes.
  • Manage operational budgets.
  • Lead and motivate staff.
  • Develop and coordinate the implementation of a Risk Management Plan.
  • Conduct strategic analysis of the situation to identify humanitarian issues and risks.
  • Ensure the safety and security of staff.
  • Promote and ensure the integration of the response into longer term programs.
  • Lead and ensure the effective operationalization of safeguarding policies and practices.
  • Assist NS(s), Movement and external partners in achieving planned outcomes.
  • Support NS(s) in setting up structures for coordinated response.
  • Promote and support membership coordination.
  • Represent IFRC in coordination meetings and forums.
  • Collaborate with NS(s) technical teams to support situational analysis.
  • Support the alignment of IFRC Network activities.
  • Assist NS(s) in creating operational objectives and priorities.
  • Support common planning, monitoring, evaluation, and reporting framework.
  • Support a single data collection mechanism and common accountability framework.
  • Support NS(s) in developing and implementing operational standards, tools and procedures.
  • Work with PMER leads to ensure planning and reporting requirements are met.
  • Work with the regional HDCC Department to develop contingency planning and capacities.
  • Support National Society Capacity Strengthening.
Required Experience

At least 8 years of relevant professional experience in disaster management, including managing staff. Min. 3-5 years of field experience in coordinating and managing disaster and crisis management projects and activities especially population movements. Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation. Preferred Work experience with RC/RC. Good knowledge and relevant work experience in the regional context.

Qualifications

University degree in relevant area. IMPACT training or equivalent.
