Overview

The FAO Representative (FAOR) manages and represents FAO in Botswana, leading the country office and contributing to national priorities for food security and sustainable agrifood systems.


Key Responsibilities
  • Implementing FAO's field projects and identifying/formulating new projects.
  • Liaising with local donor representatives.
  • Helping governments prevent and assess disaster damage and assisting in reconstruction/rehabilitation of the agricultural sector.
  • Carrying out public awareness activities and supporting FAO campaigns.
  • Providing assistance to technical and investment missions.
  • Serving as a channel for FAO's services to governments and partners.
  • Keeping FAO informed of social, economic, and agricultural sector developments.
  • Acting as FAO Representative to host governments and partners.
  • Representing FAO towards national authorities, partners, and stakeholders.
  • Advocating FAO's policy positions and implementing a proactive communications strategy.
  • Supporting UN joint communication efforts.
  • Facilitating access to FAO's knowledge resources.
  • Providing leadership on food security and agriculture policy.
  • Leading emergency response preparedness, coordination, and response.
  • Developing and operationalizing the Country Programming Framework (CPF) derived from UNSDCF.
  • Leading the analysis of the country situation.
  • Leading FAO's contribution to UN common planning and programming frameworks.
  • Advising and collaborating with internal partners.
  • Leading dialogue and liaising with national government authorities.
  • Supporting the operationalization of the CPF and UNSDCF.
  • Supporting the establishment of effective partnerships.
  • Leading country-level mobilization of extrabudgetary resources.
  • Supporting the Resident/Humanitarian Coordinator in UN resource mobilization efforts.
  • Ensuring programmes are managed and monitored effectively.
  • Mobilizing technical backstopping to FAO projects.
  • Providing technical support services.
  • Operating as budget holder for national projects.
  • Overseeing programme and project implementation, leading reviews, and monitoring.
  • Ensuring timely reporting.
  • Addressing issues in real-time.
  • Leading and managing the Country Office and ensuring efficient use of resources.
  • Managing security and safety of personnel.
  • Improving observance of legal, statutory, or regulatory obligations and ethical standards.
  • Identifying and implementing effective controls for operational risks.
  • Maintaining and improving the reliability of financial and non-financial information.
  • Reducing losses and waste of assets and resources.
  • Ensuring a gender focal point is designated.
  • Sustaining and increasing confidence in FAO's management systems.
  • Promoting and leading initiatives under the FAO Corporate Environmental Policy.
Required Experience
  • Ten years of relevant experience in planning, formulation, implementation, monitoring and evaluation of field programmes.
  • Work experience in more than one location or area of work, particularly in field positions is essential, in both programmatic areas and fostering government relationships.
  • Extent and relevance of experience in developing and managing country field programmes from design to delivery.
  • Extent and relevance of experience in the coordination and/or management of technical cooperation projects and programmes, including emergency, recovery and rehabilitation related programmes.
  • Demonstrated experience in resource mobilization.
  • Extent and relevance of experience in negotiating and cooperating with national governments, intergovernmental organizations and other institutions, as well as in designing collaborative networks and joint programmes.
Qualifications

Advanced university degree (Master's degree or equivalent) in an area related to the activities of the Organization, e.g. agriculture, forestry, fishery or rural development, etc.
