Overview

The role is responsible for assisting the Director of A8/AIRCOM Financial Controller in daily budget execution, ensuring financial controls, accounting, reporting, and processing of travel orders and claims. The incumbent will manage the proper execution of assigned CAOC budget allocations and maintain financial data.


Key Responsibilities
  • - Controls and administers finance operations.
  • - Determines propriety of requests to commit and expend budget funds.
  • - Manages execution of assigned CAOC budget allocations.
  • - Ensures proposed commitments are within available funds and supported by documentation.
  • - Maintains CAOC’s financial data, documents, records and fiscal accounts.
  • - Analyses fund status and recommends reallocation of budget authorizations.
  • - Advises senior management on finance matters, resource use, cost effectiveness and affordability.
  • - Acts as proponent for local Standard Operating Policy and Procedures.
  • - Provides financial management training.
  • - Initiates procedures to facilitate day-to-day financial management administration.
  • - Represents the CAOC at internal and external financial meetings.
  • - Assists in preparation of CAOC budget, CRP and MYRs.
  • - Provides guidance and advice on CAOC financial matters.
  • - Supervises application of internal control, finance and accounting, budgetary policies.
  • - Establishes inputs into NATO's automated finance accounting system.
  • - Prepares periodic financial reconciliations and inputs for AIRCOM financial statement.
  • - Establishes local CAOC finance policies related to budget execution, accounting, IPSAS.
  • - Assists AIRCOM A8 in training CAOC finance staffs and Property Accounting Officer (PAO) in IPSAS accounting.
  • - Assists AIRCOM A8 in conducting reviews and analysis of CAOC financial data.
  • - Assists AIRCOM A8 Branch Head and ACO in executing accounting principles and procedures.
  • - Coordinates with AIRCOM A8 and executes CAOC’s year-end financial procedures.
  • - Assists and/or temporarily performs major responsibilities of other branch members.
Required Experience
  • University Degree in finance, accounting, business administration, economics, public administration, management or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Professional experience in accounting, finance, or business management.
  • Minimum of 4 years' successful performance in a finance-related field in a management position, which must include at least 2 years of supervisory duties.
  • Knowledge and experience in government or commercial accounting.
  • Knowledge and experience in computerised finance systems operation and accounting software.
Qualifications
  • University Degree in finance, accounting, business administration, economics, public administration, management or related discipline, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation.
  • Formal training in accounting or financial management.

Contract Duration
three-year definite duration contract
Work Modality
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).
