Overview

The Project Budgeting Analyst will ensure the administration, transparent, and efficient management of the budget and transactions for the Project, accelerating gender equality and women’s empowerment.


Key Responsibilities
  • Ensure implementation of resource management strategies and adapt processes and procedures.
  • Continuously review project resource utilization and support preparation of forecasts and disbursement requests.
  • Support the development of funding requests.
  • Review and approve funding authorization and expenditure certificates (FACE).
  • Facilitate annual audits and spot-checks.
  • Monitor exception reports for unusual activities and transactions.
  • Ensure management of project budgets of the optimal cost recovery system.
  • Finalize budgetary sections of progress reports and disbursement requests.
  • Prepare quarterly and biannual forecasts of cash flows and annual cash flows.
  • Review and finalize enhanced expenditure reports and other ad hoc budgetary reports.
  • Prepare project budget reviews and provide justifications for budget reallocation/reprogramming requests.
  • Prepare and monitor budgets, analyze and report on budget approvals and delivery status.
  • Monitor and ensure timely transfer of donor contributions to UNDP.
  • Ensure disbursements are achieved as per work plans.
  • Ensure advance payments and direct payments are properly reviewed and processed.
  • Ensure payment information is correctly recorded in the Quantum system.
  • Maintain a proper filing system for records and documents related to project resources.
  • Ensure proper control of project accounts.
  • Ensure analysis and development of proposals for the internal expenditure control system.
  • Ensure control on monthly payment orders (MPOs), claims for reimbursement of travel expenses and other entitlements.
  • Timely corrective actions on unrecorded vouchers (invoices).
  • Timely response to requests from headquarters to resolve data discrepancies.
  • Support in the development and implementation of asset and inventory management.
  • Ensure proper project cash management.
  • Timely review of cash accounts to ensure availability of sufficient funds.
  • Timely identification and registration of receipts for income requests.
  • Timely preparation of monthly cash flow forecasts.
  • Ensure capacity building and knowledge sharing on resource management matters.
  • Capacity building of implementing partners on overall resource administration.
  • Sound contributions to knowledge networks and communities of practice.
  • Perform other duties within their functional profile as deemed necessary.
Required Experience
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in resources and budget management.
  • Proven previous experience in project implementation or budgeting monitoring, knowledge of project cycle will be considered as an advantage.
  • Experience in developing reports for donors within an international organizational context.
  • Experience in a UN agency and /or development sector.
  • Experience with ERP systems.
Qualifications

Advanced university degree (Master’s degree or equivalent) in Finance, Economics, Public Management, Business Administration or other relevant field is required, or A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.
