Overview
The Project Manager is responsible for the management of a project funded by Expertise France, focusing on strengthening Egypt’s primary health care system. The role involves improving service quality and inclusivity through health system strengthening and community engagement.
Key Responsibilities
- Manage the design and implementation of health programmes and operational activities.
- Manage the grant, ensuring project and reports are delivered according to SC and donor contractual requirements.
- Ensure effective award management system is in place.
- Manage coordination with the Ministry of Health and Expertise France.
- Oversee programme implementation to ensure timely delivery of programme activities.
- Lead and support recruitment processes and ensure adequate staffing.
- Develop and implement effective safety and security procedures.
- Coordinate with Supply Chain on project’s supply chain and admin processes.
- Manage and motivate field based staff.
- Manage project’s financial processes in close cooperation with the Finance Manager.
- Responsible for financial management of the project budget.
- Ensure expenditures are approved and in accordance with budget lines.
- Ensure grants and contracts are managed in line with SCI’s award policies.
- Responsible for the completion of timely reports to SC Italy and to donor.
- Documents and shares best practices and lessons learned.
- Ensure appropriate training/capacity strengthening for staff members, partner agencies and others.
- Provide other technical support particularly in program development, research, monitoring and evaluation.
- Oversee the identification and selection of appropriate technical assistance.
- Ensure appropriate staffing for the project.
- Build and nurture effective teamwork and ensure a cohesive workplace environment.
- Utilize the Performance Management System.
- Ensure communicating and mainstreaming SCI policies and procedures.
- Establish effective relations with local authorities and INGOs.
- Represent SCI with the Government and local and international partners.
- Ensure strong communication and coordination with other Save the Children teams.
- Ensure identification of advocacy issues relevant to the project’s areas of focus.
- Support managers in the implementation of child safeguarding policy.
- Ensure that children’s activities are safe for children.
- Provide leadership and guidance in the implementation of the child safeguarding policy.
- Contribute to the CO risk management process.
- Contribute to the development of communications products.
- Comply with Save the Children policies and practice.
Required Experience
- Minimum 7 years’ experience in management positions, managing integrated multi sector or multi-locations programs.
- Strong result based management experience.
- Budget management experience including institutional donors.
- Demonstrable experience of MEAL and beneficiary accountability.
- Strong experience in dealing with government officials at both strategic and operational levels.
- Highly developed interpersonal and communication skills including influencing, advocacy, negotiation and coaching.
- Strong results orientation, with the ability to challenge existing mind-sets.
- Experience working through/with sub grants and partners is a requirement.
- Experience with capacity building of local partners and communities.
Qualifications
