Overview

Provide professional assistance in data collection and analysis, reporting, and programme development and management. Contribute to the identification of intervention points and measures, and monitor programme implementation and fund utilization.


Key Responsibilities
  • Contribute to country programmes by supporting knowledge management through data collection and analysis, reporting, and participation in the Programme Knowledge Network system.
  • Participate in information exchange with partners and in the development of training and orientation material.
  • Prepare programme reports required for management.
  • Provide technical assistance in the preparation of the Situation Analysis for programme development and management.
  • Monitor implementation progress and contribute to the identification of critical intervention points and measures.
  • Analyze local level socio-political-economic trends and their implications for ongoing programmes and projects.
  • Draft or prepare programme work plans and propose adjustments/changes.
  • Propose program recommendations for inclusion in formal programme documentation.
  • Monitor programme implementation progress and compliance, and take recommendations or actions to optimize use of programme and operational funds.
  • Undertake field visits to monitor and assess programme implementation and recommend corrective action.
  • Ensure programme efficiency and delivery through rigorous programme planning, monitoring and evaluation.
  • Support a rights-based programmes approach, contributing to programme formulation and strategy development.
  • Collaborate with partners and assist in strengthening quality child rights-based programmes.
  • Contribute to coherence, synergy and added value to programming planning and design processes using a results-based management approach.
  • Provide technical assistance in preparing recommendations on project implementation, alternative approaches, new initiatives and optimal utilization of resources.
  • Provide local government authorities with technical assistance and support in planning and organizing training programmes for capacity building and programme sustainability.
  • Promote and maintain trust and commitment of local partners by identifying them and providing continuous support, coordination and collaboration for sustainability.
  • Analyze programme related issues and policies from a children's and women's rights perspective and advocate at community and family levels.
  • Promote organization goals through active advocacy and communication.
  • Facilitate partnership and collaboration with internal and external counterparts to improve data collection and dissemination.
  • Collaborate with the Operations Section to establish and maintain sound internal controls and coordinate supply chain management.
  • Approve allocation and disbursement of funds ensuring coordination, monitoring and liquidation.
  • Maintain close communication and collaboration with CFO, FO Program Specialist, CO Heads of Sections and Field Operations Team for overall coordination.
  • Provide professional support in technical advice, negotiation, advocacy and promotion of area/country level goals.
  • Represent UNICEF in the area of responsibility, participating in meetings and events.
  • Facilitate, take and implement measures to ensure safety and security of UNICEF staff and assets.
  • Ensure proper use of UNICEF assets.
  • Lead the Sub Office team and manage performance and conduct of staff members.
Required Experience
  • A minimum of two years of relevant professional work experience is required.
  • Experience working at local level is considered as an asset.
  • Background/familiarity with emergency is considered as an asset.
Qualifications

• A university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, Engineering or another relevant technical field.
