Overview

Provide technical guidance and scrutiny of digital solutions for cash-based assistance, ensuring quality standards and architectural consistency within the Humanitarian cash Operations and Programme Ecosystem (HOPE).


Key Responsibilities
  • Design technical solutions to meet programmatic objectives in coordination with Programme Group (PG) and Information Communication Technology Division (ICTD).
  • Ensure alignment of software components with the overall digital program delivery strategy and technology standards.
  • Collaborate with ICTD and vendor development teams to oversee solution implementation.
  • Act as a liaison between ICTD and PG stakeholders.
  • Perform code reviews of high-stakes features and bugs.
  • Evaluate project constraints to identify alternatives, mitigate risks, and potentially re-engineer processes.
  • Provide scrutiny of proposed technical solutions, including software code, platforms, databases, and security, against programmatic needs.
  • Provide technical mentoring to software developers.
  • Ensure overall alignment of technical design with business needs.
  • Monitor technical activities to ensure compatibility with business priorities.
  • Gain profound understanding of the organization's Cash Based Assistance environment.
  • Evaluate processes and workflows to identify inefficiencies and opportunities for improvement.
  • Lead the strategic development and systems integration of HOPE.
  • Ensure country offices are equipped to manage and exchange data securely with governments and UN agencies.
  • Identify opportunities to improve Cash Based Assistance digital capabilities to mitigate risks and accelerate program delivery.
  • Fill high-stake short-term gaps for ICTD or HOPE vendors, including software development.
  • Assess technical collaboration possibilities with other UN agencies, Civil Society Organizations, and private sector partners.
  • Support implementation of technical collaborations with UNICEF partners.
  • Provide oversight for open-source model implementation.
  • Maintain a vision of Digital Public Good for the HOPE ecosystem.
Required Experience

A minimum of 8 years of progressively responsible experience in Software Architecture, Engineering, Systems Integration, Product Lifecycle Management, Information Security, Data Protection, Software Quality Assurance, and Systems Monitoring within a multi-stakeholder environment. Proven expertise in Agile methodologies and proficiency in Python and Django frameworks. Experience with field deployment or system implementation in developing countries or complex security contexts. Prior experience working with multilateral or United Nations organizations. Experience in the financial or cash transfer sector. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

Qualifications

Master or equivalent (Advanced University Degree) in Software Engineering, Information Communication Technologies and any other related fields. A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree. This is applicable to internal (FT, Continuing and Permanent) staff only.
