Overview

The Administrative Officer will coordinate human resource activities, provide administrative support, and ensure consistency in the application of UN rules and procedures.


Key Responsibilities
  • Coordinate administration of human resource activities including recruitment, placement, promotion, performance appraisal, job classification reviews, and separation of staff.
  • Coordinate activities related to design and coordination of strategic talent pipelines.
  • Define conditions of service, duties, responsibilities, privileges, and entitlements.
  • Provide support in the implementation of the e-Performance system.
  • Provide support and coordinate activities related to investigations in rebuttal cases to the Performance Appraisal System.
  • Provide support and coordinate activities related to management evaluation and investigation cases.
  • Participate in the design and periodic review of medium- and long-term workforce plans.
  • Provide guidance to programme managers in the utilization of Inspira for staff selection.
  • Review monthly post incumbency reports for vacancy management and staffing table control.
  • Assist the Chief of section in personnel related issues, including discussions with staff representatives.
  • Discuss grievances with individual staff members, supervisors, and/or staff representatives, and mediate.
  • Organize, gather, and maintain statistics and prepare reports on personnel matters.
  • Monitor and evaluate recruitment and placement related activities of regional offices.
  • Oversee the identification of office technology needs and maintenance of equipment, software, and systems.
  • Collect and analyze data to identify trends or patterns and provide insights using data visualization methods.
  • Perform other related work as required.
Required Experience
  • A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, Administration management or related field is required.
  • Experience in recruitment and staff selection using integrated information management systems is required.
  • Experience in providing strategic administrative advisory support to managers and staff in an international organization is required.
  • Experience in administration of large-scale staffing table is desirable.
  • Experience in supporting an organizational-wide change management programme is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.
Qualifications
  • Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area is required.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
