Overview
The Operations Officer will optimize the implementation of WHO's global health mandate for Poliomyelitis Eradication through effective management, administration, and supportive policies, systems, and services. The role promotes a collaborative working environment and ensures efficient resource distribution.
Key Responsibilities
- Plan, recommend, and implement systems, norms, and procedures for the administration of human, financial, and material resources.
- Ensure financial transactions comply with rules and regulations and that imprest accounts are reconciled.
- Formulate budgetary estimates for projects and monitor the application of approved allocations.
- Provide managerial and administrative support for WHO collaborative programmes.
- Provide human resources services including forecasting needs, recruitment, training, and performance management.
- Lead procurement of services and ensure best value for money.
- Ensure appropriate asset management and provide relevant reports.
- Coordinate with UNDSS to ensure MOSS compliance and report on security incidents if a Field Security Officer is not established.
- Supervise Information Technology support services.
- Oversee the monitoring and assessment of end-user support and local office infrastructure management.
- Provide guidance and supervise the Country Office administration team.
Required Experience
- At least five years of relevant experience.
- Minimum of two years of international exposure.
- Includes supervision of staff.
- Desirable: Previous experience in administrative or programme areas in WHO or another UN agency, preferably in a developing country.
- Desirable: Experience working with Result Based Management approach.
Qualifications
- Essential: First university degree in public or business administration, finance or accounting, human resources management or other relevant field.
- Desirable: An advanced university degree (Masters level or above) in Business Administration, Management, Human Resources or related field.
