Overview

The Manager, Health System Strengthening Programme is responsible for the overall planning, coordination, implementation, monitoring, and performance management of a health system reconstruction programme in the Central African Republic.


Key Responsibilities
  • Act as overall Programme Manager for the Health System Reconstruction Programme, responsible for the integration and performance of health facilities renovation, health personnel strengthening, and contraception access improvement.
  • Lead the coordination and integration of health system strengthening interventions, ensuring coherence between infrastructure, human resources, service delivery, quality assurance, community engagement, and family planning.
  • Support the operationalisation of coordination and technical committees, ensuring alignment with Ministry of Health policies and donor requirements.
  • Ensure programme planning, adaptive management, and cross-sectoral integration.
  • Represent the programme in external relationships with the donor, government ministries, and technical agencies.
  • Act as the principal operational interface with the Ministry of Health, supporting Ministry ownership and leadership.
  • Support the Ministry of Health in exercising stewardship over investments and implementing national health policy.
  • Facilitate alignment between programme activities and Ministry of Health systems and personnel.
  • Oversee implementation of scholarship and deployment mechanisms for health personnel.
  • Coordinate with training institutions on health worker training and certification.
  • Monitor recruitment and deployment of health personnel, and support retention and workforce planning strategies.
  • Ensure compliance with staffing targets across supported facilities.
  • Ensure effective implementation of community mobilisation, social and behaviour change interventions, and family planning demand creation activities.
  • Support the integration of community engagement activities with infrastructure and service delivery components.
  • Monitor health service delivery performance indicators and support corrective actions.
  • Support implementation of quality improvement systems at supported health facilities.
  • Coordinate clinical mentoring and supportive supervision activities.
  • Promote adherence to national clinical standards and protocols.
  • Provide overall programme oversight of infrastructure-related activities, collaborating on technical supervision and quality control.
  • Ensure infrastructure delivery is integrated with workforce deployment, equipping, and service delivery timelines.
  • Coordinate planning and monitoring of procurement and distribution of medical equipment, medicines, and supplies.
  • Ensure timely delivery of medicines, equipment, and supplies to supported facilities.
  • Monitor supply chain risks and bottlenecks.
  • Convene and facilitate multi-stakeholder coordination platforms.
  • Ensure Project Cycle Meetings are planned and conducted in a timely manner.
  • Provide technical guidance for timely and high-quality implementation of the programme.
  • Ensure programme implementation in compliance with agreements and IFRC policies.
  • Lead management of the results framework, including indicator tracking, studies, reviews, and audit follow-up.
  • Ensure integration and mainstreaming of Protection, Gender, and Inclusion (PGI) and Community Engagement and Accountability (CEA).
  • Undertake regular field visits to monitor implementation quality and provide on-site mentoring.
  • Ensure production of clear and quality narrative and financial reports.
  • Ensure effective financial oversight of the programme budget.
  • Lead development of sustainability and transition strategies for investments.
  • Support institutional strengthening of CRCA and other national partners.
  • Support the identification and mitigation of programmatic, fiduciary, and operational risks.
  • Ensure compliance with IFRC, donor, and national policies.
Required Experience

Minimum 8 to 10 years of progressively responsible experience in programme management, preferably in health systems strengthening, fragile, conflict-affected, or low-resource settings. Experience managing programmes with budgets above EUR 10 million. Experience with German Cooperation, GIZ, EU, World Bank or other major bilateral or multilateral development cooperation programmes. Extended experience working with Ministries of Health and other government institutions, donors, and civil society. Proven experience in health systems strengthening, including infrastructure, health workforce development, service delivery and quality of care. Experience in fragile and conflict-affected settings. Demonstrated success in programme leadership, including managing relationships with government ministries, donors, civil society, and private sector actors. Experience in mentoring local teams, institutional capacity building/platforms for dialogue and peer-to-peer learning particularly with national stakeholders. Strong background in adaptive management, results-based planning, and monitoring, evaluation, and learning frameworks. Proven work experience in the local/regional context. Experience working with or within the Red Cross and Red Crescent Movement. Experience with managing funds from German cooperation or similar large-scale development programmes.

Qualifications

Relevant first-level university degree in Public Health, Programme Management, International Development, Health Economics, Social Sciences, Business Administration. Advanced university degree (master’s or equivalent) in Public Health, International Development, Health Economics, Social Sciences, Business Administration, or a related field. Certifications in Project Management, Humanitarian Leadership, or Health Systems Strengthening are an asset. IMPACT or equivalent training/knowledge.
