Overview

Provides technical support to the "Carbon Sequestration through Climate Investment in Forests and Rangelands (CS-FOR)" project in Kyrgyzstan, contributing to the development of a low carbon-emission and climate-resilient economy.


Key Responsibilities
  • Provides technical support to trainers on trainings (CD - Municipality / PUU / Leskhoze level including VGGT)
  • Support and participate in organization dialogues at regional / district level (National Stakeholders platform Policy Dialogue)
  • Provide support to the project team in organization of Stakeholder Review and Planning Workshops
  • Support the organization of the Training of Trainers (ToT) including NRM, ecosystem, Voluntary Guidelines on the Responsible Governance of Tenure (VGGT) and mentoring for sectoral institutions;
  • Provide support to international forestry Consultant (PPP)
  • Establish a system of documenting findings and evidence to channel to the CS-FOR National Platform for discussions
  • Provide support in developing Terms of Reference for the subcontract/consulting services related to the Forestry activities
  • Undertake technical discussions to study areas (via specific consultations, including on impacts of existing legislation on biodiversity, environmental resources, and livelihoods of the local population, taking into account aspects of gender equality) to inform dialogue and harmonization of the regulatory framework.
  • Support dialogues on biodiversity conservation issues and forest ecosystem development in project target areas to ensure ecosystem conservation addressing gender gaps.
  • Support development process and improvement of Integrated Natural Resource Management and Climate Resilience Plans (INRMCRP) and its further implementation in pilot target areas.
  • Undertake preparatory work together with the Forest Service to organize reforestation and assisted natural regeneration, considering the interests of the local population and the climatic features of the target areas, assessing the availability and suitability of land for reforestation, technical specifications of seedlings, etc.
  • Support community mobilization and training for 27 aiyl aymaks (municipalities) and local communities analysing gender implications.
  • Provide support to the project team and CTA on gender-responsive project activities on forestry .
  • Assist project activities to improve management of existing forest resources, restoration of degraded forests and afforestation in pilot areas through successfully demonstrated innovative technologies and practices.
  • Actively engages in conducting capacity-building activities, workshops, and seminars related to the climate and ecosystem of CS-FOR project analysing gender and social inclusion implications.
  • Provide technical inputs in the development of "Integrated Natural Resource Management and Climate Resilience Plan" (INRMCRP) guide on forestry and protected areas.
  • Assist project activities for the organization of forestry activities, the organization of nurseries for growing seedlings of trees and shrubs that are resistant to climate change, greenhouses for growing competitive planting materials and supporting the introduction of innovative forest planting methods.
  • Ensure adherence to the project’s work plan, prepare revisions of the work plan, if required
  • Undertake any other actions related to the project as requested by PIU, FAO, Forestry Service, ARIS, and/or forest enterprises/state natural parks
  • Provide progress report regularly and contribute to elaborating the overall reporting process of the CS-FOR project.
  • In case of unforeseen situations during the implementation of the Project, in agreement with the National Project Coordinator and the PIU,
  • Initiate the preparation/development of documents necessary for the implementation of the Project components (Manuals, ToR, TS, Instructions, design estimates, forest crops projects, etc.).
  • Provide advisory support to pilot forestry enterprises and nature parks in the preparation of "Integrated Natural Resource Management and Climate Resilience Plan."
Required Experience

At least 8 years of experience in forest management including forest monitoring, forest inventory and forest resource assessment, with a minimum 5 years of experience with national or regional projects in the field of forestry.

Qualifications

A university degree in Forestry or Environmental or a related field is required.
