Overview

The role involves leading the formulation of a Programme for Country Partnership (PCP) in Lao PDR, aiming to accelerate inclusive and sustainable industrial development. The position focuses on programme design, stakeholder engagement, coordination, and finalization of the PCP document.


Key Responsibilities
  • Review and analyse the current draft PCP document and national strategies to identify gaps.
  • Strengthen the programme's objectives, scope, outcomes, results framework, and theory of change.
  • Compile findings and draft the PCP document with indicative activities.
  • Conduct meetings with government, development partners, private sector, and UN entities to gather inputs.
  • Plan and organize consultation workshops/meetings.
  • Provide inputs for resource mobilization strategy development.
  • Develop a strategy for continued stakeholder engagement.
  • Coordinate with UNIDO Office in Vientiane to ensure synergies and learn best practices.
  • Identify and develop new project concepts.
  • Prepare donor mapping and develop resource mobilization strategy.
  • Revise and finalize the programme document.
  • Plan and organize the signing and launching of the programme.
  • Present the programme document to stakeholders.
  • Prepare minutes of consultation meetings/workshops.
  • Produce the final report on PCP formulation.
Required Experience

At least seven (7) years of progressive professional experience in coordinating and implementing development programmes and/or projects within either a private sector or public sector organizations, is required. Experience in the field of livelihood support and economic development through implementation of technical cooperation or development programmes/projects, especially in Lao PDR, is required. Experience in designing country strategy/programme is desirable. Experience in working with the UN system, international organizations or non-governmental organizations and with the donors community, is desirable. Experience/knowledge of the international development agenda, and strategic issues of economic transformation, is desirable. Experience in evaluating the needs, conditions and problems of developing countries is desirable.

Qualifications

Advanced university degree (master’s or equivalent) in economics, engineering, social sciences, business administration, or other relevant discipline is required. Alternatively, a first level university degree or an advanced technical college diploma may be acceptable provided it is combined with additional 7 years of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.
