Overview
The role is responsible for the design, development, and implementation of the Information, Counselling and Legal Assistance (ICLA) programme in Haiti, focusing on legal rights and protection for displaced individuals.
Key Responsibilities
- Conduct contextual ICLA analysis to inform programme design.
- Design ICLA activities and implementation model.
- Develop ICLA strategy, technical SOPs/guidelines and Macro LFAs.
- Lead proposal writing/program development processes.
- Support the development and implementation of ICLA assessments.
- Lead the development of high-quality and evidence-based ICLA project proposals and budgets.
- Ensure solid M&E framework for ICLA activities is in place.
- Contribute to development of analytical tools to measure impact.
- Promote ICLA Staff capacity building on M&E standards and analysis of quantitative and qualitative data.
Required Experience
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
- Documented results related to the position’s responsibilities.
- Professional experience in protection (including legal assistance) programming.
- Strong knowledge of legal identity/documentation, legal assistance and Housing, Land and Property (HLP) programming in humanitarian settings.
- Experience working with population with different types of vulnerability, victims of conflict, violence, among others.
- Experience in conducting or translating legal and contextual analysis into programme design, advocacy and operational decision-making.
- Experience in budget management.
Qualifications
University Degree in Law (preferred), social sciences, social work, psychology, protection, or related fields.
