Overview

The role of Senior Operations Officer provides quasi-managerial office and program support to the Resident Representation and content-related support to World Bank Group (WBG) teams working on Equatorial Guinea (EQG). The position is crucial for addressing the country’s development needs and global challenges through collaboration and deployment of WBG knowledge and services.


Key Responsibilities
  • Developing and maintaining understanding of country's economic and political issues/trends.
  • Serving as the primary point of contact for operationalizing the WBG program in the country.
  • Building partnerships with key public and private stakeholders.
  • Supporting the preparation of visiting missions/trips, including briefs and logistics.
  • Supporting WBG strategy documents and analytical products.
  • Reviewing and preparing reports, including time sheets and weekly activities updates.
  • Overseeing outgoing and incoming communication to/from clients.
  • Developing country and market knowledge, providing market intelligence and analysis.
  • Maintaining a database of clients.
  • Building relationships with government officials, clients, businesses, partners, academia, and civil society.
  • Assisting with overall strategy formulation for the WBG program.
  • Providing in-country support and follow-up for WBG visiting missions.
  • Assisting with the daily management of the EQG Country Office.
  • Supporting the Assistant to the Resident Representation (ARR) in updating distribution lists.
  • Supporting day-to-day oversight and implementation of the WBG program.
  • Assisting in the daily monitoring of the WBG portfolio.
  • Conducting periodical reviews to assess the quality of outputs.
  • Negotiating with internal or external clients on sensitive issues.
  • Assisting with the preparation for conferences, seminars, workshops, and corporate events.
  • Developing a pipeline of financing and investment opportunities.
  • Preparing strategy papers, briefs, summaries, working papers, reports, and promotional materials.
  • Collecting on-the-ground information impacting IFC's activities.
  • Developing understanding and marketing IFC’s Advisory Services.
  • Supporting investment, upstream, and advisory teams for IFC projects.
  • Conducting market and industry research and analysis.
  • Reviewing company information, analyzing financials/projections, and making financial models.
  • Taking accountability for client selection and supporting integrity due diligence.
  • Developing and maintaining relationships with potential clients and identifying business opportunities.
  • Performing other duties as required.
  • Serving as the main direct back-up of the Head of Office (HOO).
  • Serving as team leader for ad-hoc requests.
  • Providing complementary supervision to the ARR.
  • Delivering training and/or mentoring to the ARR and other staff.
Required Experience
  • Minimum of 8 years of relevant work experience, preferably in a multilateral development institution and/or the private sector.
  • Ability to represent the institution externally with the private sector, government, development partners, media and other stakeholders.
  • Ability to think creatively about potential investment opportunities and to use business development skills.
  • Track record in developing and maintaining strong high-level relationships in the private sector, government and development institutions.
  • Strong command of information-technology (IT) and artificial intelligence (AI) competencies.
  • Extensive and current knowledge of relevant analytical tools, and technical and administrative functions.
  • Excellent work experience (and academic, if presenting combination of academic and work experience) references.
Qualifications
  • Minimum of a Master’s degree, preferably in Business Administration, Management, Economics or in a similar field.
  • Holding a doctoral degree (Ph.D.) and/or any dual-graduate degree is a plus.
