Overview

To collect, analyze and report on information to maximize efficiency of the logistics operations and activities, supporting logistics contracting day-to-day activities.


Key Responsibilities
  • Support logistics contracting day-to-day activities.
  • Work closely with other logistics functions to understand the scope of the services required before issuing Request for Quotations (RFQs).
  • Collect and analyze data related to the transport sector and undertake comprehensive logistics services market assessments.
  • Conduct verification and validation of received data, including site visits to transporters/logistics service providers.
  • Carry out due diligence of current and/or new logistics service providers.
  • Liaise with internal and external stakeholders and consolidate preliminary data analysis.
  • Prepare accurate and timely reports.
  • Issue Request for Quotations (RFQ) and analyze offers.
  • Submit contracting proposals to the Logistics Contract Committee (LCC) and prepare minutes.
  • Compile quarterly Committee on Supply Chain (CSC) reports.
  • Maintain a tally of contracting cases requiring submission to the CSC.
  • Ensure clear periodic allocation plans for any tariff system contracts are put in place.
  • Complete periodic reports detailing any deviation from the initial allocation plan.
  • Establish and maintain good working relations with logistics service providers.
  • Build service providers understanding of their contractual obligations and WFP business process.
  • Analyze logistics service provider performance against contractual terms, tariffs, allocation plans, and capacity commitments.
  • Escalate concerns to the Head of Contracting with proposed corrective actions.
  • Guide support staff.
  • Follow emergency logistics preparedness practices.
Required Experience
  • Total relevant 5 years of experience including 1 year of Professional experience.
  • Experience coordinating service providers’ contract execution.
  • Experience in conducting assessments of Logistics services markets.
  • Experience in evaluating offers and writing proposals.
  • Experience in report writing.
Qualifications

Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
